Blue Water Navy legislation addresses one of the most significant gaps in veterans’ benefits law—recognizing the service and toxic exposure of Navy veterans who served offshore during the Vietnam War.
For decades, these veterans were excluded from presumptive exposure policies. Legislative efforts, culminating in the Blue Water Navy Vietnam Veterans Act of 2019, established eligibility for veterans who served within 12 nautical miles of Vietnam’s territorial seas.
